HANOI, VIETNAM — Vietnam becomes the first country to enact a standalone legal framework for the digital technology industry. The National Assembly passed the law in June 2025 and took effect on January 1, 2026.
The law is designed to strengthen personal data rights, including:
- The right to be informed
- The right to give consent
- The right to correct or delete personal data
It establishes a new regulatory framework for digital technologies, including Artificial Intelligence (AI), Digital Assets, and Data Protection. This will facilitate the country’s shift from low-value assembly to high-quality core technologies and production.
Key Highlights of the Law
The Digital Technology Industry Law covers a broad scope, drawn to create clear legal definitions and compliance obligations within the industry.
Here’s a more detailed look at its scope:
- Digital and crypto-based assets have been granted formal legal status, including ownership and transaction rights.
- Companies will receive incentives, including tax exemptions and support for research and development.
- Social media companies will be required to limit identity verification by collecting sensitive personal data.
