
CEBU, PHILIPPINES – In the Contact Islands 2025 conference, the leaders of the Contact Center Association of the Philippines (CCAP) showcase how Cebu remains a leader in the IT-BPM sector, thanks to its skilled workforce, cost efficiency, and strong infrastructure.
CCAP President Haidee Enriquez emphasized the critical importance of the province’s ecosystem to the growth of the IT-BPM sector nationwide. As of this time, 15%, or about 160,000, of the sector’s full-time employees (FTEs) are based here.
Enriquez also added that Mandaue and Lapu-Lapu becoming complementary BPO hubs solidify the province’s standing as the preferred outsourcing destination outside Metro Manila.
CCAP Says Cebu’s Recognition Matters
Enriquez sees Cebu as a reflection of their efforts to grow the IT-BPM sector beyond major cities under the “Digital Cities” initiative—a plan to develop provinces with high potential into top outsourcing hubs.
Right now, the distribution of the sector’s workforce outside the capital is as follows: 22% in the Visayas and 5% in Mindanao. However, she remains optimistic that this could change.
With Cebu as the template, the CCAP, in cooperation with members of the IT-BPM sector, local governments, and private developers, is taking the necessary steps to make these provinces globally competitive. This includes investing in upskilling, infrastructure, and connectivity to meet the growing demand.
This development can help the IT-BPM sector grow even further, hopefully exceeding its expected annual revenue of $33.2 billion in 2025 and $49 billion by 2028.
